Plan of Action on Culture and Information
(1994-1997)



ASEAN Vision


A prosperous and peaceful community of South East Asian Nations as envisioned by the Bangkok Declaration of August 1967.


COCI Mission


To achieve excellence in all aspects of cooperation in the fields of culture and information, the COCI will enhance mutual understanding and solidarity among the ASEAN community, further regional development and effectively project ASEAN within and outside the region.

STRATEGIES AND ACTIONS


Strategy 1: Promotion of ASEAN

Action : Sustained and effective publicity campaign on all major programmes and concerns of ASEAN in coordination with other relevant ASEAN bodies.

Creative productions or works shall be attuned to highlight ASEAN major concerns or themes.


Strategy 2: Development of source materials on culture for ASEAN studies

Action : Produce cultural source materials which member countries and other ASEAN committees can translate and replicate for the teaching and learning of ASEAN.

Produce source materials through an active publishing program. Its outputs in literature and various fields should be materials than can be used for the teaching of various aspects of ASEAN Studies.


Strategy 3: Development of human resources

Action : Integrate all its training projects in culture and information into cohesive interrelated human resources development programs.

The upgrading of professional skills should also be geared to help in the ASEAN awareness promotions effort, and should culminate in the granting of awards and recognition of excellence or outstanding works in the arts and media.


Strategy 4: Preservation and revitalization of cultural heritage

Action : Undertake conservation, preservation and promotion programmes to revitalize and further develop ASEAN's cultural heritage.

Systematic documentation through research, video or through publication ensures not only preservation of the cultural heritage but also enhances further awareness of the need for their revitalization.


Strategy 5: Utilization of technology

Action : Harness the latest technological developments in culture and information and explore areas of cooperation among ASEAN countries to enhance the quality of life Of ASEAN peoples.

Technical studies should be undertaken on the best way to harness advances in telecommunication. Specifically, the following should be looked into: setting up an information data bank at the ASEAN Secretariat; linking the news wire network of the ASEAN news agencies with the Secretariat; and satellite transmissions of television news among Member Countries.


Strategy 6: Adoption of themes

Action : Adopt as common themes for its projects, the following major concerns of ASEAN cooperation, not in the order of priority, namely, environment, cultural heritage, women, children, drugs and AIDS, and social and economic integration.

Projects in the three-year programme cycle shall focus their objectives on one or more of the following thematic thrusts.


    a. Environment - To call attention to the state of the environment in ASEAN and the steps taken to protect the environment.

    b. Cultural Heritage - To promote and develop the cultural heritage of ASEAN countries and to make it relevant to contemporary ASEAN life.

    c. Women - To highlight the importance and need to expand the role of women in all aspects of development.

    d. Children/Youth - To emphasize the rights,, well-being and development of children/youth.

    e. Drugs and AIDS - To underscore the devastation wrought by drug abuse, illicit drug trafficking and AIDS in order to help curb all of these.

    f. Social and Economic Integration - To promote, among others, the realization of the ASEAN Free Trade Area.
