Further major commitments are required before minimum standards can be satisfies and most of the shortcomings could only be addressed by cooperation efforts.

Through several meetings and consultations, the six countries have agrees that :

a). Priority should be on to the improvement and rehabilitation of existing facilities and Subregional projects on which there is already agreement among the countries directly concerned;

b). The formulation of projects should consider trade generation impacts, especially considering the economic transformation taking place in the Subregion;

c). Transport projects should be implemented in sections or stretches in order to facilitate project(s) implementation and provide immediate benefits;

d). Given financial constraints, criteria for project(s) selection will need to be established, including consideration of the subregional versus national character of the project and financial resources available.
