Statement by the ASEAN-Foreign Ministers on Cambodia
Singapore, 24 July 1993


We, the Foreign Ministers of ASEAN, welcome the formation of the Provisional National Government of Cambodia (PNGC) as an important step towards the establishment of a government of national reconciliation based on the new constitution to be drafted by the elected Constituent Assembly.

We reiterate our support for the efforts of HRH Samdech Preah Norodom Sihanouk, Head of State of Cambodia, to unify the Cambodian people and bring about national reconciliation. We hope that all Cambodians will continue to set aside factional interests and work towards national reconciliation.

We are encouraged by the relatively calm and stable situation in Cambodia. These conditions depend on the continued functioning of the administrative and security apparatus in Cambodia. We recognise the urgent need to provide emergency financial assistance in support of the administrative, police and military structures of the interim joint administration. To this end, we urge the United Nations to speedily meet this requirement from existing funds and other sources. Through UNTAC's peace-keeping efforts, the United, Nations helped to create conditions for the successful conduct of free and fair elections in Cambodia. With the expiry of UNTAC's mandate, Cambodia enters a new phase of peace-building.

We call on the United Nations Security Council to once again muster the political will and the resources of the international community, as it did in UNTAC'S, to continue to work in partnership with the Cambodia people to achieve durable peace and stability. We welcome the continued role of the United Nations in the post-conflict peace-building process in Cambodia.

We also call on the international community to assist Cambodia in the enormous task of rebuilding its shattered infrastructure and its political, social and economic institutions. To this end, the International Conference on the Reconstruction of Cambodia (ICORC) should immediately effect the disbursement of aid and assistance already pledged at the Tokyo Conference of June 1992 for the reconstruction of Cambodia.
